I think Gil-Scott Heron's work might be next on my list. I think he was very much a spokesman for black sentiment during his peak, and had something of a renaissance-man approach to engaging urban communities through song. I've listened to a bulk of his discography, but whenever I sit down to write I'm always a bit taken aback as to where to start. Your suggestion of "Washington D.C." might be a good jumping off point!
